About MPRS

Maintenance Provision Rating Scheme (MPRS) is the product of a collaborative effort between eleven organisations. Steered by the Institute of Road Transport Engineers (IRTE), the scheme is brought to the industry by DVSA, DfT, Traffic Commissioners, Logistics UK, SMMT, RHA, CPT, BVRLA and NFDA, with Daimler Truck UK being one of the first major manufacturers to take part in the MPRS pilot. The scheme originated from the industry’s call to reduce prohibition rates and foster more transparency for operators.

Institute of Road Transport ENGINEERS (IRTE)

Founded in 1944, Institute of Road Transport Engineers (IRTE) is one of the most respected names in UK transport.

A professional sector of Society of Operations Engineers (SOE), IRTE supports transport engineers throughout their careers and encourages high standards.

The IRTE Professional Sector Council work tirelessly to represent the voice of members, improve engineering standards and issuing relevant guidance on legislation and best practice.

Department for Transport (DfT)

The Department for Transport (DfT) is a ministerial department responsible for the English transport network and a limited number of transport matters in Scotland, Wales and Northern Ireland. DfT works to support the transport network that helps UK businesses, facilitates economic growth, and delivers safe and reliable journeys for the public. DfT sets the strategic framework for the UK’s transport services and infrastructure to ensure safety, sustainability, and innovation.

DVSA

The Driver and Vehicle Standards Agency (DVSA) is an executive agency of the Department for Transport, tasked with helping everyone stay safe on Britain’s roads. DVSA sets and enforces standards for driving and vehicle safety, conducts driving tests, approves driving instructors, and oversees MOT testing and vehicle approvals. Through testing, education, and enforcement, DVSA plays a crucial role in maintaining public confidence in road safety and transport operations across the UK.

Logistics UK

Logistics UK is one of the UK’s biggest business groups, representing logistics businesses which are vital to keeping the UK trading, and more than seven million people directly employed in the making, selling and moving of goods. With decarbonisation, Brexit, new technology and other disruptive forces driving change in the way goods move across borders and through the supply chain, logistics has never been more important to UK plc. RHA (Road Haulage Association)

The RHA is the largest dedicated trade association in the UK for HGV, LGV and coach.

We offer a voice for our members to work with governments, policy makers, and local authorities across the UK on the issues most important to them. We campaign on a breadth of priorities including changes to legislation, rising fuel costs, better roadside facilities, and the transition to a Net Zero transport system.

Our 8,500 members have access to technical and professional services to help them comply with industry regulations and assist them in running their businesses efficiently.

We also offer a wide range of accredited training programmes to help firms develop their teams and operations.

The majority of our members are small and medium-sized enterprises (SME) but we also represent larger firms across the sector.

We’ve been proudly supporting hauliers since 1945 and now include coach and van operators in our membership.

We champion the highest standards in our industry and work hard to be the go-to organisation for driving business on our roads.

We’re based in Peterborough and have offices in Bradford, and Bathgate in Scotland.

SMMT (Society of Motor Manufacturers and Traders)

The Society of Motor Manufacturers and Traders (SMMT) is one of the UK’s most influential and supportive trade associations, representing more than 800 automotive companies. SMMT champions the interests of manufacturers, suppliers, and the wider mobility industry, promoting sustainable innovation, economic contribution, and global competitiveness. Through advocacy, networking, and expert guidance, SMMT is committed to ensuring the strength and growth of the UK’s automotive sector.

CPT (Confederation of Passenger Transport UK)

The Confederation of Passenger Transport (CPT) is the national trade association representing the UK’s bus and coach industry. CPT supports operators of all sizes, advocating for fair policies, promoting high standards, and working with government bodies to enhance the role of buses and coaches in public transport. Through policy leadership, technical guidance and business support, CPT helps its members deliver essential, accessible, and sustainable transport services across the country.

National Franchised Dealers Association (NFDA)

The National Franchised Dealers Association (NFDA) is the voice of franchised car and commercial vehicle retailers in the UK. There are more than 4,500 franchise outlets in the UK and over 540,000 people working in the automotive retail sector. 

We lobby on behalf of our members to ensure the voice of dealers is heard, providing support on a range of issues that impact automotive retail businesses daily. This includes retailer-manufacturer relationships, policy and legislative changes, and key industry areas such as used cars, finance and insurance (F&I) and recruitment.

In February 2018, NFDA launched Drive My Career, an employment initiative promoting careers in automotive retail to young people, and, in May 2019, we developed the Government-backed Electric Vehicle Approved (EVA), an assessment scheme which certifies retailers’ excellence in the electric vehicle sector. 

BVRLA (British Vehicle Rental and Leasing Association)

The British Vehicle Rental and Leasing Association (BVRLA) is the trade body for companies engaged in vehicle rental, leasing, and fleet management. Representing more than 1,000 organisations and a combined fleet of nearly five million vehicles, BVRLA works with policymakers and stakeholders to ensure a regulatory environment that supports innovation, sustainability, and fairness across the mobility sector. The association also sets industry standards and provides guidance to enhance customer service and operational excellence.

Daimler Truck UK

The Retail Motor Industry Federation (RMIF)

The Retail Motor Industry Federation (RMIF) represents businesses across the UK’s automotive retail sector, from franchised dealerships to independent garages and repairers. RMIF provides its members with expert advice, industry updates, advocacy, and training to uphold high standards and ensure business success. Acting as the voice of the automotive retail industry, RMIF works closely with government and industry stakeholders to protect the interests of its members and promote best practice.

Office of the Traffic Commissioner

The Office of the Traffic Commissioner regulates the goods vehicle and public service vehicle industries, as well as the professional competence of their drivers, across Great Britain. Traffic Commissioners are independent regulators who promote road safety, fair competition, and operator compliance. Their responsibilities include granting licences to operators, conducting hearings on regulatory matters, and ensuring that those operating commercial vehicles meet high safety and operational standards.
